clockwise enough to tighten the collar. It was actually pretty easy. Took only about ten taps per side to tighten the bolts enough to remove all the free play. I can no longer move the collar... even with a forceful grip trying to twist it. Job done. Apparently lots of manufacturers using snap off bolt heads; and the two most common methods are to use a Dremel and cut a slot into the face of the bolt head... Or like I did, and that is to use a punch or other instrument to tap the outer edge and either remove bolt, or as I did in my case, tighten it enough to securely fasten the collar to the shaft.
